Forget the rule about not wearing blue! It depends how you do it. For every day, use a grey-blue shadow in the corner of your eye and up into your crease about 1/2 way (not all the way, or it closes up your eyes) and put a muted pink on the lid. line with grey-blue liner. AMAZING blue eyes, I promise, but not artificial. either a very bright baby blue or a like medium purple. u know not 2 bright and not 2 dark. or my fv. black i-liner, or just the black i-shadow.I have blue eyes and brown hair, so it's hard for me to find the right color 2.

any of those on the lid and if your mixing blend well and dark-t0-light the lightest should go on first then the dark in the crease and the lighter under the brow

I would suggest winter colors. Those always work for me. But not too much just a little to make your eyes show.

i love silver. it's light but has some shimmer.
NEVER use blue eyeshadow! A dark smokey grey with a silver highlight is OK for evening, but during the day, stick with neutral shades of brown. Ironically, the neutral shades will make blue eyes stand out more!
